Puebla BRT Consulting

Serving approximately 251,704 passengers per day, the Red Urbana de Transporte Articulado (RUTA) is an efficient, modern public transportation system housing state-of-the-art technology. The city of Puebla implemented a second and third bus rapid transit (BRT) line to further increase transport capacity. IBI Group provided consulting services and support for the technical and operations aspects of the project.

Peubla, a Mexican city of 2.4 million, contracted with the International Finance Corporation (IFC) for the infrastructure, fare collection, and CCTV systems for the city’s second and third bus rapid transit (BRT) lines through a public-private partnership (P3). The IFC contracted IBI Group to provide consulting services and support for the technical and operational aspects of the project.

Both BRT lines are each almost 20 kilometres in length and are part of the Red Urbana de Transporte Articulado (RUTA). Ruta Line 2 operates primarily in reserved lanes with high-platform stations and began operating in March of 2015. Line 3 will operate largely in mixed traffic, and will make stops curbside.

IBI was responsible for:

  • Design review of stations, stops, terminals, and running ways
  • Preliminary design of fare collection and CCTV systems and associated cost estimates
  • Review and adjustment of ridership forecasts, operating plans, and operating fleet sizes for the trunk services on Line 2 (60-foor articulated buses) and Line 3 (40-foot buses)
  • Review and revision of routes and fleet sizes for feeder services to be operated by independent contractors with 30-foot buses
  • Estimation of operating and maintenance costs for bus and ITS maintenance to support the formation of operating contracts

The project also included:

  • Comparative analysis of the sustainability of different bus technologies under consideration, including the estimation of
    greenhouse gas emissions
  • Analysis of access to specific financing options offered by multilateral banks
